The BNQ is a standards and certification body accredited by the Standards Council of Canada (SCC). These SCC accreditations are recognized internationally and guarantee that the BNQ’s procedures and methods comply with rules set by the International Organization for Standardization (ISO), the International Accreditation Forum (IAF) and the World Trade Organization (WTO).
Following are our main interventions at the international level:
Association RNF (Réseau Normalisation et Francophonie)
This association was initially created by the Bureau de normalisation du Québec (BNQ), the Association française de normalisation (AFNOR), the Standards Council of Canada (SCC) and the Institut de la Francophonie pour le développement durable (IFDD) as a subsidiary arm of the Organisation internationale de la Francophonie (OIF). The Association RNF groups together more than 80 members present in 27 countries in Europe, Africa and North America. Its main mission is to use different means to strengthen the capacity of National Standards Bodies (NSBs) and other players concerned with infrastructure quality that rely on standards as development tools. International Organization for Standardization (ISO) Committees
Through its accreditation as a Standards Development Organization (SDO) with the SCC, the BNQ can, on behalf of the SCC, act as the secretariat to ISO committees or coordinate the activities of SCC mirror committees.
SCC mirror committees are technical committees established to facilitate Canada’s participation in ISO’s international standardization activities. The SCC considers the criteria presented in document Requirements and Guidance – Participation in International Standardization prior to ruling on Canada’s level of participation in ISO committee work.
To be charged with the responsibility of coordinating the work of an SCC mirror committee, the SDO must sign a harmonization agreement with the SCC in conformity with the requirements of document Requirements and Guidance – Participation in International Standardization. The harmonization agreement describes the respective roles of the SCC and the SDO to ensure that SCC mirror committees are managed in conformity with the requirements of document Requirements and Guidance – Participation in International Standardization.

The BNQ provides secretariat services to the ISO/TC 197. The ISO/TC 197 is a technical committee of the ISO that is responsible for the work related to hydrogen technologies. ISO/TC 197 committee work consists of the standardization in the field of systems and devices for the production, transport, storage, measurement and use of hydrogen.
The ISO/TC 197 committee is chaired by Mr. Tetsufumi Ikeda of Association of Hydrogen Supply and Utilization Technology (HySUT).

Coordination of the activities of the Canadian mirror committee ISO/TC 197 (CPC/ISO/TC 197) Hydrogen Technologies
In addition to providing secretariat services to the ISO/TC 197 international technical committee, the SCC entrusted the BNQ with the coordination of the CCC/ISO/TC 197 mirror committee, Hydrogen Technologies. This committee is responsible for determining Canada’s priorities and for making recommendations on the directions for international standardization work in the field of hydrogen technologies.

Gas Turbines (Coordination)
Coordination of the activities of the Canadian mirror committee ISO/TC 192 (CPC/ISO/TC 192) Gas Turbines
The SCC entrusted the BNQ with the coordination of the CPC/ISO/TC 192 mirror committee whose role is to establish Canadian positions on issues and proposals stemming from the ISO/TC 192 international technical committee on gas turbines.
ISO/TC 192 committee work consists of the standardization of all aspects of gas turbine design, application, installation, operation and maintenance of gas turbines (including simple turbine cycles, combined cycle systems, definitions, procurement, acceptance, performance, environment [on the gas turbine itself and the external environment]) and methods of test.
The committee is chaired by Mr. Éric Cloutier of Siemens Canada.

The SCC entrusted the BNQ with the coordination of the CPC/ISO/TC 261 mirror committee whose role is to establish Canadian positions on issues and proposals stemming from the ISO/TC 261 international technical committee on additive manufacturing.
ISO/TC 261 committee work consists of the standardization in the field of additive manufacturing regarding processes, terms and definitions, process chains (materials and software programs), test procedures, quality parameters, supplier agreements and all types of fundamental elements.
The committee is chaired by Mr. François Richard, the person responsible for implementing additive manufacturing activities at Pratt & Whitney Canada.

The work of these committees concerns the development and maintenance of standards in the field of medical laboratory quality systems related to equipment, performance requirements, procedures, and safety practices. Management of the Canadian mirror committee of the International Standards Committee on Biodiversity (ISO TC/331)
Management of the Canadian mirror committee of the International Standards Committee on Biodiversity (ISO TC/331)
The BNQ has been mandated by the SCC to manage the Canadian mirror committee of the International Standards Committee on biodiversity ISO TC/331. The creation of this committee by the BNQ allows to bring the voices of Canada and Quebec to the heart of this international project and to actively participate in the collective effort to restore and preserve biodiversity.
Canada will be one of 37 countries participating in the International Standards Committee on biodiversity ISO TC/331 created in 2020 by the International Organization for Standardization (ISO). The various stakeholders composing the Canadian mirror committee will work to define the Canadian position, by consensus, and to defend it during international negotiations within the work of the ISO committee.
Convinced of the importance of the Canadian participation in the work of ISO, the BNQ made representations in 2021 to the SCC to obtain the responsibility for managing the Canadian mirror committee on biodiversity.
